Now there is no more mention of the 51% damage determination... But the concept of the grants being for folks who did not have flood insurance because they lived outside the federal flood zone has been scrapped, apparently.
The first round of applications are going to be entirely web-based. This worries me a little after our experience with FEMA a few months ago. We applied by telephone immediately after the storm and were surprised two months later when trailers started arriving for our neighbors who had applied two days prior. According to the grapevine - those earliest applications got jumbled somewhere along the way as they were still trying to figure out how to process them and, ironically, those who applied first were the least likely to receive a trailer. Hmm. so maybe we should wait a few days before jumping in on the application process this time....
